I guess you have seen the below SAP note 2352697 - Error: "E- Field
QUOTGROUP in table PRH_CPET_PERIODDET_PRCQUOT is specified twice. Please
check" during DDIC_ACTIVATION in SPAM
If nothing works, raise message to SAP on this as I feel you have done the
steps mentioned the SAP Note 2290115
