The Account Assignment tab only displays when you say the that the PR Item is Account Assigned via the AAC. You said you are creating the PR without accounting assignment. That's why the tab is not there.
This is not an issue. It's the normal way the screens work.
Do you need to enter something on the Account Assignment tab for a non-account assigned PR?

While creating the PR (NB) then account assignment tab (item details) is missing. I have checked the material type QTY/Val update both are ticked. I am creating the PR without accounting assignment.
Please help to to resolve this issue.
