We are going to scrap the old BW7.1 box which was not developed according
sap to standard, and going for fresh installation and development for BW
7.4 non-hana system ( end to end )

If you are upgrading (Not cleanly installing) You will need to go through the documentation for any specifics concerning your current build. SAP also provide some tools such as the ASU Toolbox which is essential to go through sequentially for a successful upgrade. In addition please bear in mind your basis team had a large part to play in the upgrade also and they will need to complete there tasks before you can start yours on the application layer.
