You can use the standard SAP functionality of extending a material to a
sloc automatically whenever there will be a goods movement in the sloc. You
can check it in IMG->matl mgmnt->inv mgmnt->create sloc automatically. you
need to transport the change into your production client.
In case your businesses doesn't agree with this proposal, you will need to
create a bdc program with help of abaper, or create an LSMW for mass
extension of material in sloc

Materials will automatically extend to a location when stock is transferred into it. The only time you need to extend is if you wish to cycle count the location when the material has never been there before.
