Have you checked the features PINCH and PRELR?
As you know that feature PINCH maintains administrators

Vascancies (Rec) T750X
Infotype 00001 Organizational Assignment
Proc:-
The return value of this feature is a 4-character administrator group.
..............There are no further decision options in Recruitment
(transaction class TCLAS = B).Here the return value is a constant.
Feature PERLR - Integration applicant/employee
Task:- relationships are established between applicants and employees at
different options within the Recruitment system.
You can use this feature to determine whether the system checks the
personnel numbers of the line managers or contact employees or ref emp
against the employee master data at the time of entry, and to specify how
the system should react.
If the check is activated, system checks whether the per.nrs. exist in the
database.

I hired an employee in PA40 and in infotype 0001 its giving error "entry does not exist in t526", but I have created administrator 001 and even there is entry existing in that table.
