The problem was the employee entered time in advance for some recurring activities and the manager approved that time, also in advance. We were then trying to reverse it and approve the reversal so as to remove the charges to the WBS. HR has now accepted that they have no choice but to temporarily activate the employee, clean up those time entries, run time eval, and then terminate him again.
