In the T-code OBY6 you can use any fiscal year variant. But, remaining sub modules like MM,SD,PP.... are also using the same periods ? If not, this is option is not useful for your requirement.
Table T54c0 is only for the HR payroll postings with the specific months. in this table you have to specify the fiscal year month and date of the fiscal year start. if you set these according to your requirement also it wont work. why because in the oby6 you have to mention the variant for you company code.
This table T54c0, Period parameter and Date modifier are for the payroll running for the specif period for the assigned personnel areas.

I have a requirement for semi monthly Philippines payroll where my
fiscal year should be made from Dec to Dec . Instead of Jan -Dec.
I want my annual Tax calculation to be computed from from 16th Dec '2013' to 15th Dec '2014' Payroll.
I have created period parameter for a year ranging from
16-31 Dec'13 (1st period) ,
1-15 Jan'14 (2nd period),
16-31 Jan'14 (3rd period).
.
.
.
.
.
......
1-15th Dec'14 (24th period).
When I compute my annual tax the accumulated amount in CRT in 24th period is only from Jan - Dec [from 2nd period to 24th period].
How do I go about it changing the fiscal year from mid Dec-Dec rather from Jan-Dec
