Reply from Unny_boy on Nov 23 at 7:55 PM No need to use a exit. Just print using movement type, check WM movement type 101 in customizing and check print code. Go to OMLV for setup printing. Maybe change print program so it will print a smart form instead of sap script.
You do NOT have to confirm a TO to print a label.

Subject: SU Label for Inbound Delivery
We are on WM. We have a supplier 2 days away where there is interest in tagging the item. Right now SAP RFID is not in discussion. I know that an inbound delivery can generate a TO. Is it possible to print an SU Label off that TO, without any TO confirmation/GR having taken place yet?
And to implement inbound delivery for TO, do I need to be using HUM?
