Brian - I was able to use the check box to Incl. quality insp. Stock and it does include it on the ATP check. So, half the battle is won! If I use the QM management does the inspection plan for that material give it the rest of my lead time? So for instance right now if I have a material that is attached to a production order with tomorrows date. I produce it today and it goes into q-stock, ATP now thinks that material is available, when in fact it won't be for 48 hours. Is that what the inspection plan does?

You activate quality by material and activity (e.g. incoming inspection). Only materials activated are QM managed. Do not activate without Inspection plans.
If you need to receive into Q stock without QMS, use the check box on the purchasing screen and do not extend the Quality View.
Finally look at your ATP check controls (IMG Tcode OVZ9). Check your Availability check code (found on MM MRP3 view). Note in the windows area Stocks, there is a check box for Incl. quality insp. stock. That needs to be checks for those function for which you need it visible.
