It might be due to two reasons. First Reason, Check your User
Master information in su01 in that check your logon language.
Second Reason, In your SAP GUI Logon Option you need to Check Language.
Mostly with this your problem will get resolve. If it's not then finally
check the RZ11 in that check the profile system language
'zcsa/system_language'

I get what's happen in my case, because when I call abap editor, my window language is changed to other language not in English, so the abap editor cannot read the ctrl < key. Next problem is why when I call SAP GUI, the language will change.
