I got it work to transfer a material with one or more serial numbers by setting:
MATDOC_ITM of all serial items value to '0001'.
I am working to transfer 2 materials with 2 serials for each from one storage location to another storage location.
I made 2 MATDOC_ITM with values '0001' and 2 with '0002'.
However, I don't see any relationship of MATDOC_ITM value (or any setting value) between two table BAPI2017_GM_ITEM_CREATE and BAPI2017_GM_SERIALNUMBER.
