If the company was productive in 2011, then the process must have already run for that period, which would have been run in 2010 to bring in the balance sheet accounts to start 2011. It also should have been run in January 2012 to carry forward the balances from close of 2011. You should be running again in January 2013 after the year-end close of 2012.
You should be able to run the process as many times as is needed in the new year, but most companies stop when the prior year has been closed and the carry-over is complete.

I get into transaction G/L Balance Carried Forward (FAGLGVTR) and for a company that started operating on 2011 if I select 2011 for Carry forward to fiscal year I get the error: BL001 No accounts to be processed have been found.
But if I select the year 2012 The process runs correctly.
Where should I look to fix this error?
