It was created via me11. I tried creating via PO already and it doesn't allow zero price info record from there either.
Is there a specific way to create zero dollar info record via po that I may
be missing?

The info record is somehow showing net price is zero. User claims that the price was non zero at one point and system modified to something zero later on. There is no PO created yet. User manually enters the net price and system doesn't allow to create info record with zero price. There is no PB00 condition tied to it either. Also, in the ME12, the user can't possibly change the value to zero after info rec was created because it's in disabled mode. Is there any other method where in the system is changing this price? I have checked all the change records on info records and there is none for this field.
