This happened to us so we used RFUMSV25 instead and it is working perfectly.

I raised an OSS for this and they gave me SAPNote 921634 - Service tax India: Transfer from Interim to Final Account. I'm not doing an Indian Company but Step 2 of the note resolved my problem. Some of the BTE are not activated, thus, the error.
