Restricting permissions is fundamentally a security related issue and therefore is best handled by your basis people. I suppose they could also arrange to restrict who is / are empowered to use T Code OB52 (empowering opening of posting periods ).
Once that job is over, you could also arrange to have posting periods of certain General Ledger Accounts rendered open by selected people by mapping an authorization group ( comprising such people ) to the first period interval of your posting period (using the authorization object F_BKPF_BUP).
I guess the whole solution has already been explained pretty well by Ananthalakshmi.
