I believe you need to activate SLPRJ in table V_ t511k, if your value is 1 here, the system will take nominal basis as you are feeding the values in alltax related Infotypes ( 0580 to 0590) . System automatically calculate actually TDS amount if the value is 0 here.
Secondly you need to maintain these tables also using for TDS slab code V_ t7int1 and for rate V_t7int3.
