Hello JG, I couldn't find any issue with the config of the forms, since nothing has been changed recently excepting for upgrading all the components of SAP-HR 600 to frm sp 35 to level 61.

Payslips and other reports can be displayed or printed using form created by forms editor in txn PE51 or HRFORMS. Also for payslip output, there is an IMG step for payroll config to select if you use HRFORMS.
Forms editor with PE51 is simpler and can be configured. It would need some coding for conversion rules for formatting (e.g., date, etc).
HR FORMS is complex and requires skills more like an ABAP?r.
