This must be due to one more reasons below when the empl enters leave on ESS,
(i)the substitution is not created yet.
(ii)the entry in ESS creates the record with lock and the collision check is not made.
(iii)when the manager approves, the leave is created without lock.
As s.be said, check if the collision check is done in (ii). If not, it should be included. This should be a SAP functionality. Check in SAP OSS notes if there is any note addressing this issue. Else log an OSS message to SAP and pursue with SAP.

Subject: Error in employee portal on conflict with Substitutions IT 2003
Hi Experts,
We got a query on approval of leave from Portal. Could you please help me in resolving the issue.
Manager was unable to approve the leave for one of his reportee on a specific date.
The reportee applied for Casual leave for a half a day on 29.06.2011.The leave request came work list of the approver.
When approver/manager tries to approve this leave for the reportee, system is throwing an error that "Conflict with Substitutions (IT 2003/02) from 01.04.2010 to 31.12.9999.
I have checked the IT 2003 for the reportee and found a record from the date 01.04.2010 to 31.12.9999.
We got similar type of issue.In common what we found is whenever employees applies leave for half a day and substuitons It record,we are facing the issue.What configs should be done to resolve the problem.
Why the system is throwing an error for the employee. Please share your idea to solve the problem.
