How will this task work when a Time Admin has been assigned on the organizational assignment info type?

Gurus-
I am configuring CATS for our department to post time directly to WBS elements and the transfer will go only to Costing. I am configuring CATS Regular and was wondering if I configure employees to a specific approver. From what I am reading it seems that this configuration is specifically for ESS. We will be entering times directly into SAP without a web interface. Is setting up employees to a specific approver possible in this scenario?
