I don't think it matters for the purpose of approval of timesheet. Time Admin would only probably enter/correct timesheets on behalf of employees and not approve the time. The task I mentioned is SAP standard setup, if you want the org unit "chief" to approve timesheets for his own org unit. This standard task works with single step workflow template. The receiver of workitem is determined by a function module where user ID of approver is checked against IT0105 - to position (S) - to - "manages" relationship to determine which org unit (and assigned perners) is accessible by the user. If you do not want to use the workflow to get into SAP inbox (via sbwp), the designated approver can use transaction CATS_APPR_LITE. A standard (auth) role given to this user (approver). If you want to restrict the approver for a specific part of the org structure, then to set up a structural authorisation profile. During the set up of this profile, you call function module RH_GET_MANAGER. You can also set up your own evaluation path to determine how deep in org structure you want this manager to approve time.
