With the business scenario described, it is definitely required through PA40. This is not for ESS to be used by the employee requiring leave obviously. It could be part of a Change Request. It should be used by a HR/Payroll/Time admin after receiving approval from the employee's manager.
In IT 14, you may need overview. You may review the others based on the requirement and possible business scenarios.

Dear SAP experts,
My customer has requested to have a new PA40 personnel action for registering sick leave. He would like to start the flow with presenting the overview page of IT0014 and IT2001. When using the DIS operation when configuring the Info group every entered event is displayed one by one.
Does anyone know how to or have tried to display the overview page in personnel action?
