It is possible you may have delimited or changed some other infotypes like IT 41, 16, etc in the termination procedure. Check the infotype changes.
Usually, the deleting the pers action and re-instating any other data that existed before should be fine. Time eval should be able to do the accrual. If necessary, try running Time eval with retro to the previous accrual period.
