The behaviour of your delivery document will depend on the settings in OVZ9. If you have been able to create the delivery document without an availability issue, then your answer as to why will be here. The PGI will be possible if you have stock on hand. The concept of 'availability' is no longer of consequence, only "does stock exist?". You do not need to run a report, but you do need to have the Delivery availability check configured so as to behave according to the philosophy.
