Hi,
Yes if person is PO creator and tries to make GR this is against Segregation of Duties (SOD). I do not know the settings of SAP Segregation of Duties since we haven't configured this. We have custom user exit checking SOD and if there is an exception needed (Same PO creator and GR recipient) username has to be entered into Z exception table after internal control approval - if there is no possibility that GR can be done by someone else. Then SOD check for PO and GR creator is skipped.
