Please check the SLOG and paste its contents. Error code 247 could be due to permission issues or the TR might not have been released from source system.

In Tx RZ20, SAP CCMS Monitor Templates-->Change & Transport System, some tp related errors showing. the error is,
"Transport control program tp ended with error code 0247"
"Transport control program tp ended with error code 0016"
"Transport control program tp ended with error code 0211"
The TMS configure is OK and no problem in transport.
