ABAP option as mentioned in different replies is one of the way as per question you raise but as i always try to avoid ABAP wherever possible

Why not whenever your HR people hire any person on contract they hire for specific contract period. for example person hired from 01.01.2010 to 31.12.2011 so hire the employee with these dates while performing hiring action in IT 0000. Once they give end date other than 31.12.9999 system will prompt for future action and same time they should select some leaving action with contract expiry reason. In this case employee will not be active after 31.12.2011 as future action performed while hiring

No question comes what if contract extend, in that case users should extend the end date for example till 31.12.2012 and then perform contract extension action

go through each pers no,
check if contract end has completed today (or yesterday),
if so, write to a bdc session input with PA40 as txn code with term'n action type and a suitable reason code, with the date as end date of contract + 1 as the start date. It needs to go through the reqd infotypes as per the term'n action you have configured.

It should list each person's data as per the bdc data file and send the report to HR admin group.
It should be create a BDC session which may be set to automatically start in background. Or it can trigger a mail to the HR admin to alert and start the BDC session to run in background.
