Make sure you have started Oracle services: Oracle<SID>102iSQL*Plus Oracle<SID>102iTNSListener Oracle<SID>102iConsoleNSP Oracle<SID>102iConsoleorcl OracleService<SID> OracleServiceNSP OracleServiceORCL Make sure these services are in "Automatic" Startup Type started. For Microsoft Windows Server 2003 the service list can be found with Start -> Administrative Tools -> Services Or Start->Run>services.msc I had the same issue and it helped in our case!!!
