The problem is that FORM USEREXIT_FILL_VBRK_VBRP of RV60AFZC the is run when the invoice is opened
not when it is saved. In this way the user won't be able to change the data manually.

If you want to allow the user to change the data when it is wrong, you have to find a BADI that is
run at SAVE event.

Example:

MESSAGE E011(ZA01) WITH VBRK-KUNRG. "EoM billing customer .
