Right. The SAP CCMS agents are updated from time to time, so it might be worth an attempt.
By the way, I suppose that if you install on Windows 2008 with a user which is not "local\Administrator" you might be running into this issue.

We have an Abap stack and installed an SP stack higher than 5. Therefore the note is not really relevant. But I could try to use a newer ccms agent. May be this will help. But I guess, that it is a problem of Win 2008. I'm not really familiar with the differences between Win 2008 and Win 2003 concerning privileges and restrictions.
