Your first material type is a ROH. ROH's typically do not need a BOM
and routing to cost. HALB's and FERT's do. The ROH will look to your
valuation strategy in the costing variant to determine where it expects to
get the purchase price from. HALB's (semi finished goods) and FERT's
(finished goods) will llok first for a BOM and routing.
