I had a similar requirement to restrict delegation to only peer managers. We
wrote a custom BAPI which would only
fetch Manager to select on the portal, as the same organizational level.
(Managers who share Manager they report to).

Can you suggest how can i select only managers as nominee while i create substitution rule in Manager Substitution. As currently all users assigned to org. unit are selected.
I tried exploring BADI W_Substitute. But this restrict substitution profiles that are Task related like ALL,Professional, Disciplinary etc. But not at user level !
I checked authorization profiles in backend system.but they cannot be mapped to substitution profiles...
I explored KM Implementation as a solution to my problem. But link i found in SDN. Gives scenario of 2 LDAP and 2 company employee scenario.
Can you please suggest what is the functional/technical/portal approach to meet this requirement.
