Thanks for the input everyone.

I also prefer to have this control at line level using shipping type but was being pressured to change shipping method as shipping type to shipping method as shipping condition. I've been successful at keeping our current configuration which has freed me to use shipping condition to drive a Returns (inbound) shipping point which will benefit our configuration significantly.
