We keep on giving suggestion and you keep on ignoring some of them.
try to stop all instances and only start the 4th. DOES THIS WORK?
Also:
you have to set PHYS_MEMSIZE for every instance. If you do not do this, any instance can choose to use all available memory for its own use... which leaves nothing for others. Use SAP note 88416 for guidelines on what value to use.
32GB with 160Gb or swap is enough for your needs. you might experience slowness, but this depends on your subdisk system, the number of CPU and their speed and how much these instances are active.
So, fix PHYS_MEMSIZE everywhere, and try again. if it still fails, shutdown all 4 instances and try to start your 4th instance alone and tell us if that works.
