Although I haven't looked at settlement configuration in a while I believe the only options are settlement using a secondary cost element (where the cost object receiver is defined in the settlement rule) or settlement by original cost element (cost element used when debiting the repairs cost object) but the receiver cost object must still be defined in the settlement rule.

Here is the situation. 1000 is a production CCtr and 2000 is a management CCtr.
2000 will have 1000 to repair something and we create an IO for that project. Then we want to settle the manufacturing expenese(400000-410000 for example) happened during the project to the administration expense(422000) in 2000.
