Dear Jay: As you mentioned that you have Oracle, did you check the licenses that you have for the new CPU? based on what you said, you added new CPU and sometimes you get the error. As I know, one of Oracle Licenses is based on the number of the CPUs on your machine. Try to make sure from the licensing area then let us know your findings.
