[sap-hr] Unemployment Not Calculating

I have an EE who worked in TX and had unemployment calculate up until the $9,000 limit. A few pays went by and then the EE started working in AZ. Since the EE is new to AZ, our Payroll Department is expecting that unemployment tax for this EE would start calculating whne the EE moved to AZ. SAP is not calculating any results. IT 209 is set up for the current period that the EE began working in AZ and the correct rates are set up in BTXRATE and also BSI. When I look at the BSI Interface within SAP it shows a YTD wage already reported from the previous state and I am assumiong that is the reason why the tax is not calculating. If this is the case is there a way to set up SAP so the YTD wage from the previous state doe snot get sent in the BSI Interface?
