What settings do you have on your work centers on the routing? In CR02, work center maintenance, check the "Reference Indicator" check box for each activity type you have listed. I think this should help you.
With this setting checked, when you change a cost center activity type, master routings are updated automatically. And when you need to update an activity type in a order, clear the WC value on the operation (don't delete the whole operation) then re-enter the same WC value and hit enter. the new activity types should be pulled in.
