[sap-basis] Message:The system settings do not allow any changes

Hello All
I am new learner of SAP Basis.I have created two tables
Table1(EmpId,Name,Dept) and Table2(EmpId,Address,Contact_No) and on both
table EmpId is Primary Key.
Maintaining the foreign key relationship between two table through Primary
key(EmpID).
Now I am trying to create entry but getting an message
"The system settings do not allow any changes."
What is the reason and solution.
