[sap-basis] Create STMS Root Problem

Hi,
I am new in this TI toolbox, we are running SAP NW2004s, under windows 2003 server, Oracle 10g
I think problem in TMSADM user in profile maintion that file location \\host-name\sapmnt\trans in DEV/QA/PRD server... but when I login in QA sever and try STMS and check connection I got an error can't read profile permission issue
When I check TMSADM user I can't find in OS and SAP level... where may i change permission for that...
I checked Transport Roots
1. STMS - Overview - system overview - Transport Roots (ok)
2. STMS - Overview system (All system are activated)
3. In system overview - check - connection test (check one by one - all connection are ok)
4. Check Transport directory DEV - \sapmnt\trans\bin, buffer, cofiles, data, log, sapnames, tmp) all ok
5. Check Transport directory PRD - \sapmnt\trans\bin, buffer, cofiles, data, log, sapnames, tmp) all ok
6. Check Transport directory QAS - \sapmnt\trans\bin, buffer, cofiles, data, log, sapnames, tmp) read access Error
7. Check System Overview - extra - Reset User TMSADM
8. Reconfiguration - RFC connection for STMS all ok
9. Check BIQ = "Could not read tp parameters
10 Check OS level permission to \\host-name\sapmnt\trans (access denided)
Please Advise...
