[sap-acct] Settlement of Construction in Progress to GL Account

Hi SAP Experts,
There is a case, where I have to settle CIP (which was capitalized in 2007) partially to Fixed Asset and expense. The Receiver in settlement rule has been set to Fixed Asset and to GL Account, by amount. But when performing settlement (processing type : full settlement, for period 12 2009), error msg occur :
Settlement of Old Asset Data to Receiver Type GL Account is Not Allowed
Message no. AW607
Diagnosis
You tried to settle values from the previous year to a receiver other than an asset. This procedure is not supported by the system.
Procedure
Check your distribution rules and change the receiver.
The question is, why SAP doesnot permit settlement of CIP to GL Account ?
Is there any other solution, so the CIP can be settle to GL Account ?
