As kiboll suggests, Set Operations in Ad Hoc allow you to do this. Turn on Set Operations under settings. Then run the first report getting a list of all employees. Add this to Set A. Run your second group of employees with the LTD plan. Then do Set A minus Set B to get the final list of all employees without the LTD plan.
