[sap-log-pp] operation subcontracting

PP Gurus,
I am fcing a problem in operation suncontracting scenario,
lets slearify,i hv two components B and C for a header material A.Component C is a sub contracting material and B is in house one.
1-when i create the demand of A in MD61 and run the MRP ,autoamtic Planned order create for A and B -that is ok.But i also get a PR of C (which is not supposed to create)of same amount as i maintain in BOM of A.
2,When i convert the planned order of A into production order i can see a PR is genenrated (with out material) upon saving of production order.
My query is that why PR is generated upon MRP run and when i save the production order of A ,then why matarial(component C) is not coming in PR.
treat as urgent.
