Hi,
If I understand your question correct then my recommandation is,
if you want that material should not be debit to work order then you have to assign the material as stock item then the material come to inventory then you have to issue to work order.
I think in your job order you are assigning material as non stock, so the system automatically debit to the work order directly when GR is posted after quality inspection.
