[sap-basis] Transport management issue

Hi,
We are unable to transport any request from dev-->quality-->production
system. My abaper wants to delete one running transport request yesterday. I
have deleted that request xxx908134 in IRQ.After that I am unable to refresh
queue in IRQ system. I have moved the trans (/usr/sap/trans/tmp) folder
content to another place in IRQ system then refresh happened in IRQ.Now I am
unable to move any request from dev to quality and production system. But
the transport from dev to production system directly working fine. I think
problem in IRQ system.I tried to delete the content in TRBAT table content
it produce the dump "DBIF_RSQL_SQL_ERROR" in IRQ.Please advice me to
resolve this issue ASAP.I given the file permission 755 for cofile,datafile
and trans.
