You may want to run transaction COGI and COFC for the work order to see what the issue is.
We had similar issues and use these to clear posting issue with goods and labor.
Check literature on these transactions

We are currently reversing the work order but upon setting the order to "Complete (Business)" after TECO, the above error occurs.
Would like to seek for your help on how to reverse the work order?
