Since the calls in IP10 look correct, but the Basic Start Date is wrong, my thoughts go to influences on the Basic Start Date when creating an Order. Does the Work Center have any non-working days, e.g. holidays? That seems the most likely. Do you allow for overcapacity? Unlikely, but a thought.
Test to see what happens when you try to manually create an Order on the missed date. If the Basic Start Date updates, you may see a message that says why.

I have a maintenance plan that is set to call Daily work orders. it runs on an IP30 Batch job that calls it 21 days ahead. the issue is that randomly, it is not calling an order for one day, then calling two for the next. the calls in IP10 look correct and say they have called, however the basic start date is wrong. I can see no logical pattern in the "missed" calls.

Completion Requirement is not checked, there are no shift factors or offsets. I am not using a factory calendar or key date. pretty straightforward plan.

any ideas what could be causing this? I am stumped
