In just one three tier stable ERP landscape with a transparent and easy to maintain authorization concept, with no projects going on, 1 resource on 1K users could be suffcient. With 1K unique users, but in multiple five tier landscapes, numerous with projects going on and on, redesigns of authorization concepts... you will not manage that with 3 resources.
