I know it's almost 5 months since this post was created.
I encountered the problem and was able to resolve with SAP Note 2411388 - Runtime error DBSQL_ILLEGAL_CLIENT_SPECIFIED during language supplementation.
For me, I carried out a fresh installation so I ticked "Customizing Tables" in client 000 to make sure the translation of supplement language is populated to those not being translated completely before carrying out the client copy.

This is a SAP S/4Hana 1610 (Linux + SAP Hana).
I´m facing one error during the supplementation of the Portuguese language with English language! I´m doing this in client 000 (the only client that I have at this moment). I need to perform this post-installation tasks in client 000 because I need to perform a client copy to a new one (100) but now I´m facing this issue.
The job SAP-LANGUAGE-SUP PT stops with the following error (st22 short dump):

Restarting supplementation (state:lc_supplement)

What happened?
Error in the ABAP application program.
The current ABAP program "CL_CTS_LANGUAGE_SUPPLEMENT====CP" had to be
terminated because it found a
statement that could not be executed.
How to correct the error
If the error occurs in a non-modfied SAP program, you might be able to
find a solution in the SAP Notes system. If you have access to the SAP
Notes system, check there first using the following keywords:
"DBSQL_ILLEGAL_CLIENT_SPECIFIED"
"CL_CTS_LANGUAGE_SUPPLEMENT====CP" bzw. CL_CTS_LANGUAGE_SUPPLEMENT====CM006
"LOW_LEVEL_DATA_TRANSFER"
If you cannot solve the problem yourself, please send the following
information to SAP:
Can you help me please? How can I solve this error?
