This means you will have to assign ship to party to sold to party in partner function of sold to party.
TCode is XD02 go to sales area >> partners and assign ship to party.
Also please check account group of sold to party in configuration whether partner determination process is attached or not because generally system populates partners automatically at the time of creation of customer master and in turn it is fetched in enquiry also.
