I am not sure if you can really control that field & restrict view access!.
If you have a distribution center (DC), each DC can have it's own UoM and normally this field MARC-AUSME = 'EA'.
The conversion of base UoM is done on the basis of this field "Unit of Issue", which is indirectly linked to material from MM01 or MM02 views of material master (that are controlled by authorization objects). The field length is 3.
The data type = "UNIT", connected to application component: BC-SRV-ASF-UOM
Additionally - this field is also used in Material master IDOC: E1MARCM - Master material C segment (MARC).
